Preamble
The National Academy of Sciences and Technology (NAST) is presenting a Strategic Plan that will pursue its mandate to recognize outstanding scientific and technical achievements, promote science culture, provide science-based policy advice to decision-makers, and link with other academies and scientific organizations.
 
Our Vision
The National Academy of Science and Technology, Philippines is the country’s lead adviser towards the advancement of a strong science, technology, and innovation ecosystem for a prosperous, equitable, and sustainable society.
 
Mission Statement
The missions are the following:
  • To recognize outstanding achievements of Filipinos in science, technology and innovation;
  • To provide authoritative and evidence-based advice to government and society, in general;
  • To promote a strong science culture in Philippine society; and
  • To facilitate collaboration with communities and institutions for scientific, technological, and innovative pursuits.

NAST is committed to promote and exemplify the values of INTEGRITY and EXCELLENCE in pursuit of science in the interest of Philippine society and the global community.
 
Elements of the Plan
The Strategic Plan lays out three major goals with a number of objectives. Each objective is followed by the current and proposed activities of the NAST. These activities are envisioned to help the NAST achieve its objectives and goals, and subsequently its mission and vision. Key Performance Targets for the activities under each Strategic Objective shall be set annually for the period 2024-2030.
 
Goal 1: To be the premier organization that recognizes achievements in science, technology, engineering, and mathematics (STEM) and nurtures emerging scientific talents.
 
Objective 1.1. Recognize exemplary STEM achievements, and identify and mentor emerging talents in agricultural sciences and technology, biological sciences, health sciences, engineering sciences and technology, mathematical and physical sciences, and social sciences. 
1. Increase membership in the Academy and sustain current recognition programs.
a. Endorse outstanding Academy members to the Order of National Scientist.
b. Nominate outstanding science, technology, and innovation (ST&I) experts for election to the Academy.
c. Elect Corresponding and Honorary Members.
d. Recognize exemplary ST&I works.
e. Recognize and nurture young scientists.
2. Continue to administer the award/recognition system of other institutions.
3. Recognize Filipinos, who competed and participated in international STEM competitions.
4. Select candidates/nominees for international awards.
5 Secure sustainable resources (e.g., trust account, donors, sponsors, etc.) for the NAST to support its various activities.
6. Conduct a study to forecast the growth of the Academy in terms of projected numbers of NS, Academicians, and CMs. Ensure that membership represents all dimensions of excellence in science: geography, gender, race, and scientific field. The NAST should consider outstanding candidates for election from underrepresented populations, and promote their identification, nomination, and election.
 
Goal 2: To be the primary advisory body on national ST&I policy and related matters.
 
Objective 2.1. Systematize NAST as the preferred point of reference for all ST&I matters.
1. Institutionalize the role of NAST in the formulation and review of periodic national plans/documents.
2. Organize regular dialogues with the Department of Science and Technology (DOST).
3. Conduct a series of activities, such as Science Policy/Legislative Forum, to address a specific concern, resulting in consensus reports or policy recommendations.

b. Science Policy Forum (SPF)
c. Speakers Bureau
4. Conduct the Annual and Regional Scientific Meetings on thematic issues, resulting in policy resolutions or recommendations for national legislations.
5. Issue Statements and Science Advisories on timely issues.
6. Prepare a White Paper(s) for the National Government.
7. Engage other scientists and researchers on various topics through commissioned papers, science advisories, etc.
 
Objective 2.2. Enhance the NAST organizational infrastructure to support evidence-based advice.
1. Conduct an inventory of scientists and technologists.
2. Enhance competency and skills of NAST Secretariat for future readiness.
3. Upgrade organizational practices to adhere to national accreditation and international best practices.
 
Goal 3: To be an effective STEM promoter that inspires public trust and engagement.
 
Objective 3.1. Enhance and upgrade the operation and management of the Philippine Science Heritage Center (PSHC).
1. Transform the PSHC to a world-class science exhibition.
2. Develop an innovative marketing strategy to attract a wider audience.
3. Conduct science career orientation activities, information forum, webinars, conferences, workshops, and the likes.

Objective 3.2. Develop and expand new, diverse, and effective channels of communication.
1. Promote science communication as a tool to effectively communicate scientific works to nonexperts and the general public.
2. Strengthen the official journal of the Academy, the Transactions of the National Academy of Science and Technology PHL (Transactions NAST PHL).
3. Establish opportunities for NAST to meet with the President of the Philippines. The National Scientists can serve as the "mouthpiece" of NAST.
4. Propose to the DOST Secretary the reactivation of the Presidential Coordinating Council on Research and Development established by EO 604, s 2007.
5. Publish works of the Academy members in available and appropriate format (book, monograph, column/op-ed article in broadsheets).
6. Transform the works of the Academy members into e-publications and make it available for online purchases with corresponding royalties.
7. Use the NAST website and social media accounts to promote the works and endeavors of the Academy members.
 
Objective 3.3. Promote excellence and diversity in the scientific and technological workforce.
1. Engage earlier career and more diverse scientists in the work of the NAST.
2. Serve as the Secretariat and support the activities of Special technical Committees (STCs) and the Technical Working Groups (TWGs) of the Scientific Career System (SCS).
3. Review and update the existing Ethical Principles and Guidelines for Filipino Scientists (NAST, 2009).
 
Goal 4: To be a strategic partner in ST&I locally and globally.
 
Objective 4.1. Build and/or strengthen inter- and transdisciplinary communities in strategic areas on national and international platforms.
1. Collaborate with international science academies, STEM-related professional societies, and local scientific organizations.
2. Review for possible endorsement of InterAcademy Partnership (IAP) Statements.
