Position/Job Description:
  1. Prepare Terms of Reference (TOR), purchase requests, and cost estimates of proposed projects concerning the renovation and/or improvement of the facilities and exhibits of the Philippine Science Heritage Center (PSHC);
  2. Supervise, oversee, and monitor the execution of on-going projects regarding the renovation and/or improvement of the facilities and exhibits of the PSHC;
  3. Coordinate the conduct of regular meetings between the contractor/supplier, designer/consultant, end-user and other parties directly or indirectly involved in the project; and prepare the minutes thereof;
  4. Supervise and monitor the inspection, testing, and acceptance of all materials delivered and utilized in the project;
  5. Review and recommend appropriate action in coordination with the designer/consultant and NAST on any deviation from the approved drawings, prepare necessary documents for variation orders; and review and recommend approval of as-built drawings;
  6. Review, evaluate, and recommend appropriate action on all documents submitted by contractor/supplier particularly for billing or payment purposes;
  7. Conduct regular onsite inspection during project implementation/ execution, conduct acceptance inspection upon completion of the project, prepare a list of defects and monitor the remedial works of the contractor, and attend to the requirements of COA and appropriate authorities during inspection of the completed projects;
  8. Prepare documents required by appropriate authorities regarding the project, submit regular progress reports; and submit post-construction phase documentation within 30 days from the date of the certificate of completion issued to NAST;
  9. Maintain records of all documents, shop drawings, samples, etc. regarding the project;
  10. Conduct regular inspection of the facilities and exhibits of the PSHC, recommend necessary action for the repair/maintenance of the facilities/exhibits; prepare documents (purchase request, cost estimate, etc.) for the procurement of the required materials and services; and
  11. Perform other duties that may be assigned.
Skills/Competencies required:
  • Technical knowledge and skills - proficiency in civil engineering principles and practices, strong understanding of mathematics and physics, and materials science and engineering knowledge.
  • Engineering Design - proficiency in computer-aided design (CAD) software (e.g., AutoCAD, Civil 3D); ability to create and interpret engineering drawings and blueprints; and understanding of design codes and standards.
  • Construction management - knowledge of construction methods and materials, ability to oversee and manage construction projects; and understanding of construction scheduling and cost estimation.
  • Regulatory knowledge - understanding of local, state, and federal regulations related to construction and engineering; knowledge of building codes and safety standards; and ability to ensure projects comply with legal and regulatory requirements.
  • Communication skills - ability to explain complex and scientific concepts to diverse audiences, including non-experts; effective written communication for creating reports, presentations, and educational materials; and strong verbal communication for public speaking and team discussions.
  • Teamwork and Collaboration - ability to work effectively with multidisciplinary teams, open to feedback and collaborative problem-solving, and good interpersonal skills for interacting with colleagues, scientists, and the public.
  • Problem-solving - analytical thinking to identify and address technical challenges, creativity in developing educational exhibits and interactive displays; and decision-making skills to troubleshoot issues promptly.
  • Project Management - ability to plan and execute projects within time and budget constraints, organizational skills to manage multiple tasks and priorities, and leadership skills to guide project teams and coordinate activities.
  • Adaptability - flexibility to adapt to changing project requirements and priorities, willingness to learn new technologies and methods, and resilience to handle unexpected challenges and changes.
Qualifications:
  • Relevant Education: Bachelor’s degree in Engineering
  • Relevant Experience: One (1) year work experience in the construction/maintenance of buildings
  • Relevant Training: Four (4) hours of relevant training
  • Eligibility: Licensed Engineer
 
Compensation: P47,606.00/month 
Period of engagement: 1 September – 31 December 2024 (with possible renewal)
